by Tim Polko Welcome to our weekly LPR rankings, our primary method of identifying highly skilled and consistently effective pitchers. While we have not changed this system since last season, feel free to refer to this key for a complete description of the codes. We have included the five most recent 2007 QA scores for each starter, along with the 10 most recent QA scores for each reliever, tabulating all data through July 25th. Pitchers with no QA scores have not pitched this year, so do not roster any of them unless you see someone ready to return to the majors from the minors or the DL.
A bad week for AL starters resulted in Bedard, Bonderman, and Clemens all dropping down without anyone graduating to the top rank to replace them. Of the remaining quintet, only Beckett seems particularly solid right now given their respective performances this month. Guthrie also appears acceptable, but I see little reason to target Lackey, Escobar, or Haren in trade until you see an uptick in their overall effectiveness.

abcxyz - Chad Bradford(4445433444) Few relievers continue to pitch as effectively as Chad Bradford, who looks like an excellent potential addition for any contender seeking relief help.
abcxyz - Huston Street(3353442454) Despite reporters across the country connecting Detroit to bullpen deals, not even the acquisition of Eric Gagne should push Jones from closing, where he contributes more to the Tigers than he could add in any other role.
Carmona's strikeout rate perhaps remains a little low, but he otherwise appears on the cusp of joining the upper echelon of AL starters.

bcxyz - Francisco Rodriguez(5432443551) Solid sleepers here include Riske, Green, Delcarmen, and Ramon Ortiz, who qualifies as a perfectly decent long reliever given his 4.28 ERA on a 14:3 K:BB in 27.1 IP with 35 H and 2 HR in 13 games out of the bullpen.
After suffering through an unsurprisingly rough return to the AL in April and May, Vizcaino now owns a 1.00 ERA on a 26:11 K:BB in 27 IP with 15 H and 0 HR allowed in 27 appearances between June and July. Considering he also vultured six wins over that period, he definitely belongs on someone's roster in all traditional AL formats.
Though Timlin does not offer much as an aging middle reliever, the 41-year-old veteran remains perfectly viable roster filler in almost all AL leagues.

QA score for relief outings: up to 5 total points, one for each statistical goal, to any reliever who retires at least one batter and fulfills the following skill qualifications: K>=IP, BB=0, H<=IP, HR=0, and G-F>=1.00. Any reliever who does not reach at least one of the required statistical goals or fails to retire a batter earns a 0 QA score. Scores of 5 and 4 qualify as DOMinant outings, a 3 is DULl, and anything below 3 ranks as a skill DISaster. Starters must pitch in five games before earning any of the following DOM or DIS ratings. Relievers must appear in no less than 10 games before earning DOM/DIS consideration.
A - QA score of 4 or 5 in at least 50% of 2007 starts
X - QA score below 3 in no more than 20% of 2007 starts
a - QA score of 4 or 5 in at least 50% of 2007 relief outings
x - QA score below 3 in no more than 20% of 2007 relief outings
SP(6) With Oswalt hurting and Maddux a riskier play in Houston than Peavy, we opted to deploy Santana, Peavy, Dice-K, Felix, Cain, and Papelbon. Saito stays benched with the Dodgers heading to Colorado. Hall subs for the injured Hanley while Kendrick, Teahen, Manny, and Delmon Young remain seated.

Chris Ray's DL trip creates bigger problems in the Baltimore bullpen, which seems bereft of a logical replacement despite the club's massive expenditure on relievers last winter. Releasing Scott Williamson after just sixteen outings appears particularly foolish right now. I suspect Danys Baez will inherit most of the save opportunities despite the superior work of Jamie Walker and Chad Bradford, who appears more likely to change teams within the next few days than to add more than a token save before Ray's return. Lastly, the trade of Tadahito Iguchi cedes Chicago's second base job to Danny Richar, who seemingly offers an Iguchi-lite skill set. Definitely target him in all leagues, especially those where you need steals, and consider him a decent investment anywhere around $10 if rebuilding and looking for a fairly solid keeper for 2008.
